Ms. Marika Gogoladze has been elected as the Chairman of the Notary Chamber
By the initiative of the Minister of Justice, the Notary Chamber has been given the opportunity for the second time to independently elect the chairman. Despite the fact that the Law “On Notary” allows the Minister of Justice to select a candidate of the chairman and nominate him/her to the General Meeting of Notaries, Ms. Tea Tsulukiani refused to solely nominate the candidate as in 2014 and provided that possibility to the notaries to independently elect the Chairman of the Board. As a result of electronic primaries, the notaries gave priority to Ms. Marika Gogoladze for the position of the Chairman of the Chamber. The Minister of Justice presented her to the Meeting for approval.
Any notary was able to present his/her own candidacy if he/she presented his/her own vision of the agency development and gained the support for colleagues. 7 candidates expressed their desire for the chairmanship. The best notaries among them were identified by electronic system of voting, which was developed by LEPL “Data Exchange Agency” specially for the election of the Chairman of the Notary Chamber.
The notaries elected the deputy chairman and the members of the board at the General Meeting. Ms. Tinatin Devdariani held the position of a Deputy Chairman, only two from the 5 members of the Board – Mr. Giorgi Chitashvili and Ms. Manana Gogashvili - were elected for today, the repeated elections will be held in 2 (two) weeks for vacant seats.
In addition to the electronic voting for the chairman, a number of changes have been introduced in the Notary Chamber within the reforms initiated by the Minister of Justice, particularly there was:
introduced the alternate and modern way of dispute settlement - notary mediation;
- created the continuously updated electronic database of persons recognized as supporters by the court; the service - “Online Consultation with Notary” was introduced;
- implemented the rebranding of the Notary Chamber, started the advertising campaign “I trust the notary”;
- provided the service in public centers in rural areas;
- Each newly appointed notary is obliged to serve the first 3 years in a mountainous or such region where the notary service is not adequately accessible. As a result of reforms the notary services are now accessible there, where it has never been or did not exist for a long period of time;
- begun the program “Mythical User” for monitoring the citizen’s service in Notary Bureaus for the improvement of notary service;
The issue of disciplinary liability for the notary activity has been improved and strengthened.
