Activities for the increase of efficiency of notary service

Training Center of the Notary Chamber of Georgia has made significant measures for the aim of improving the standards of service at notary bureaus this year. Rendering prompt, simple and quality service to citizens at notary bureaus is a permanent matter of concern of the Notary Chamber.

Starting from January through March 2015 three-month preparation course for notary assistants has been held at the Training Center. Course applicants are trained in Notary legislation, rules of performing notary acts, technical matters, as well as standards of efficient service of citizens. Accordingly course-graduates who will afterwards be employed at notary bureaus, render competent and qualified service to citizens.

This year 25 applicants have passed the course for notary assistants and their data was placed in the electronic database at the web-page of Notary Chamber. In case of need notaries will select their assistants from the said database.

For the increase of efficiency and quality of notary service, during 6-month period several seminars were held for notaries on the following issues:

-          ,,Topical matters of International, Private and International Civil Procedure Law in Georgian legal practice”;

-          ,,Legal and procedural matters associated with depositing in judicial and bank systems, as well as in notary  service”;

-          ,,Generalization of defects revealed in practice concerning the rule  and amount of payment duties for performing notary acts”

-          Notary’s professional obligations and ethical standards”. This seminar was delivered by the representative of UINL -Mr. Michelle Merlot.

Certain working meetings were held concerning the amendments to be made in legislation (On approving the regulations ,,On the rule of getting information by notary, its systematization, processing and transfer to the Financial Monitoring Service of Georgia” under the Decree №93 of the Head of Financial Monitoring Service of Georgia, dated July 27, 2004).

Comments on norms of instruction ,,On the Rule of performing notary acts” has been elaborated.

With organization of the Training Center the seminar on the legal and technical aspects associated with performing of notary acts was held for the employees of Georgian diplomatic representations abroad, future consuls. In pursuance with the Georgian Law ,,About Notary”, besides notaries,  number of notary acts  (for example, certifying  of will, agreement, Power of Attorney, genuineness of signature… ) are  also performed by the  duly authorized persons of Georgian diplomatic representations abroad and consular institutions.

This year the Training Centre of the Notary Chamber of Georgia continues its active cooperation with the students of higher education institutions. Memorandum of Cooperation has been signed with two more institutions (Caucasus International University and Georgian-American University).

Notary Chamber has executed Memorandums of Cooperation with already 15 institutions of higher education. Cooperation involves furtherance of the Law faculty students in the study of notary legislation, holding of lectures and seminars, familiarizing with the reforms being implemented in notariat. Moreover, students also pass practice at notary bureaus. This year the students of various higher institutions have been delivered lectures on the issue of notary mediation

Training Center of the Notary Chamber of Georgia was established in 2010. Its function is to prepare notary candidates, as well care for raising the qualification of notaries and employees of notary bureaus.
