THE NOTARY CHAMBER OF GEORGIA HOSTS AN INTERNATIONAL CONFERENCE

The International Conference of Notaries, carried out at the Hotel “Holiday Inn”, was opened by Minister of Justice Tea Tsulukiani, President of the International Notarial Cooperation Commission Mr.  Michel Merlotti, President of the European Affairs Commission Mr.  Pierre Becqué, and President of the Notary Chamber of Georgia Nino Khopheria.

At the Conference the participants considered such important issues as organization of notariat in Georgia – transition from the civil servant to liberal profession; organization of notariats for UINL member-states: availability of the profession, regulation of number of notaries, territorial distribution of notary bureaus, role of notary chambers; fundamental principles of notary ethics; methods for insuring the quality of notarial services; electronic notariat systems.

“Together with us Georgian notaries establish a new state, a state, where the role of a notary should be beneficial for a citizen. Any action, made by a notary, should give a safety feeling to a citizen”, Tea Tsulukian stated.

The President of the Notary Chamber of Georgia Nino Khopheria emphasized “This is the first conference of such a scale carried out in Georgia and it is extremely significant for development of international standards”.

The Conference was attended by 60 representatives of notariats from 15 countries (Switzerland, France, Italy, Greece, Azerbaijan, Belarus, Estonia, Latvia, Lithuania, Kazakhstan, Ukraine, Moldova, Armenia and Russia). Majority of these countries are members of the International Union of Notaries. Members of the Board of the Notary Chamber of Georgia and management of the International Union of Notaries took part in the Conference.

The International Union of Notaries was established in 1948 and nowadays it unites 86 countries of the world. The Notary Chamber of Georgia became the member of the UINL in 2007.

In Georgia international conferences were carried out in 2010-2012, but the present Conference is much more large-scale. The greatest significance of the Conference is promotion of the image of the Georgian notariat, development of international relations and generally enhancement of the notariat system.
